Modified the reference to the Place Format Editor

The language is set in the {{man menu|Edit -> Preferences..}} tabs {{man label|GeneralDisplay}} and is described in the [[Gramps_5.0_Wiki_Manual_-_Settings#Place_Format_Editor|Place Format Editor]]. This is used as the preferred language for place names and types which are imported. The default language is German.
