In the {{man label|Indexes and Tables}} dialog, change the type to {{man label|Table of Contents}}. Also, be sure that the {{man label|Outline}} check box is unchecked and the {{man label|Index Marks}} check box is checked. This tells ''LibreOffice Writer'' to create the TOC from the marks that were embedded by Gramps.
