Summary	0009813: Language codes should be allowed on all place names
Description	At present an empty language code is used to indicate the endonym. This causes problems when language codes are assigned to all place names. If the language code specified in the preferences is not found, an entry with an empty code is used. A '?' warning occurs if there is no name with an empty language code. Instead, the first name could be used as the default. This would ensure that there was always a default name. It would also work better for multi-lingual places with multiple endonyms.
