How can gramps be extended to support more languages using unicode UTF-8 / 16

I happened to need to input name (or call) fields in locale km-KH.UTF-8 (Khmer or Cmbodian language), since 1/2 of people in my family tree require name in khmer characters. I used the virtual keyboard (in windows) to type the name in the person entry form, the characters are not readable. However, these names show correctly in the text (html) reports.

What does it take to add supports for more locales (including the above)? Is it a matter of adding additional files at config time, or at build time. I am not familiar with this app yet; if someone can guide me to work in this area, I will be more than happy to take part of the efforts, be to help building the app or to test it.
