How do these relate to each release of GRAMPS?

DTD numbers have no relation with release number. Just major changes (1.1->1.2) illustrates major migration (2.2.x -> 3.0.x). According to dates, should be something like :

Note, someone with admin rights on server might update DTD by merging DTD 1.2.0 SVN on server. Also, trunk uses a DTD 1.3.0 draft version !

Can someone please tell me when will "DTD 1.3.0 draft version" be published to http://www.gramps-project.org/xml/1.3.0/ which is currently just an empty directory!
